California Energy Commission (CEC)—Residential Building Energy Efficiency Standards Updates
Following the adoption of the 1998 Building Energy Efficiency Standards, the CEC decided to initiate a comprehensive review of the Standards and
consider a variety of changes:
1) to improve the quality of construction and reliability of energy savings; 2) to make them more sensitive to the time of day and seasons when residential energy is used; 3) to address new opportunities to include emerging technologies and research conclusions from the Commission’s Public Interest Energy Research (PIER) Program; and 4) to assess the economic implications of the Efficiency Standards provisions resulting from the restructuring of the electricity industry in California.
The Commission originally decided, because of the large scope of these changes, to skip the California Building Code update going into effect in 2002
and focus on more substantive changes to go into effect in 2005.
However, this plan was interrupted by the passage of AB970 that required the Commission to adopt an emergency update of the Standards to respond to California’s electricity crisis.
The Commission has targeted July 1, 2003 for adoption of an updated version of the Building Energy Efficiency Standards that will go into effect in
Summer of 2005.
Public Workshops have been held in October and November to discuss the CEC staff plan and to take comment from those impacted by changes to the Standards. Additional workshops will be held and noticed through the Commission’s Public Advisor’s Office. The Standards Update will have it’s own page on the CEC Website.
